Identification of potentially hazardous objects

Identification of facilities, used for economic activities, with real risk of anthropogenic emergency situations, should be carried out towards improving of the procedure of their state registration, in the process of certification and registration of potentially hazardous objects in the State Register, according to the technique of identification of potentially hazardous objects, approved by the Order of the Ministry of Emergency Situations of Ukraine d.d. February 23, 2006 No. 98, registered by the Ministry of Justice of Ukraine on March 20, 2006 under the No. 286/12160.

Responsible persons of facilities, used for economic activities, who carry out the identification, should agree the results of identification with the local state supervisory authorities on civil defense.

Report about identification results on evaluation of potential hazard should be submitted to the local state supervisory authorities on civil defense to summarize the results of identification.

The results of identification, obtained according to mentioned Technique, are usable for development of measures on prevention of emergencies and emergency preparedness.

Identification covers structural analysis of facilities, used for economic activities, and their operation for the purpose of establishing of availability or absence of hazardous sources, which can cause emergencies under certain circumstances, and for evaluation of eventual emergency situation levels.

In the process of identification, the internal and external factors of hazard are considered. Internal factors of hazard describe hazard of buildings, constructions, equipment, technological process of facilities, used for economic activities, and matters, manufactured, processed, stored or shipped in the territory of object. External factors of hazard are not directly associated with the operation of facilities, used for economic activities, but can cause emergency situations and have an adverse effect on emergency development (acts of nature, incidents on neighboring objects).
